Genshin Impact 1.3 update is launching quite a large number of new events and changes from rodeoneerer's blog

Downtime for Genshin Impact’s 1.3 update will kick off on February 2 at 14:00 PST / 17:00 EST / 22:00 GMT, and should last “about 5 hours”, Mihoyo confirms. However, that is all subject to change as you can never be sure what might pop up. You’re getting compensation to the tune of 300 Primogems for the downtime, which equates to 60 every hour. Mihoyo does say, though, that you’ll still get the entire sum if the update wraps up early.

Apart from adding Xiao, the 1.3 update is also launching quite a large number of new events and changes, including significant adjustments to one of the game’s most controversial characters, Zhongli, as well as the Geo element in general. Xiao is also not the only character banner that has been announced for the update so far, as another one featuring one of the game’s already available characters, Keqing, will also be released. The update is also giving players the opportunity to obtain one of six characters for free by participating in the patch’s Stand By Me Event.

Xiao will introduce a range of new talents while firing off burst damage and being highly manoeuvrable.

The new five-star character will perform up to six rapid strikes in Normal Attack, while his Charged Attack Consumes stamina to perform an upward thrust.

The most eye-catching new talent is the Bane of All Evil elemental burst, which Improves a number of stats, including Xiao’s jumping ability and DMG rates.

The 4-star rate-up characters included on Xiao's banner have also been announced, including cryo archer Diona, electro claymore-wielder Beidou, and pyro claymore character Xinyan. The banner will be shorter than most of Genshin Impact's event banners have been so far, running only two weeks until February 17.

After that, a new banner with 5-star electro sword character Keqing will be released, marking the first time a standard 5-star character will have been featured on a rate-up event banner. The 4-star rate up characters on Keqing's banner will be geo catalyst user Ningguang, hydro catalyst healer Barbara, and pyro sword user Bennett--one of the game's most popular 4-star characters.

Since Hu Tao is from Liyue and the 1.3 update focuses on the nation’s Lantern Rite Festival, it was expected that she would most likely be the character to join Xiao in the new patch. And since banners usually only last two weeks, developer MiHoYo will definitely need another new character to feature for the remainder of the update’s lifetime. The announcement in the patch notes confirms that another banner will be released in the next few weeks.
