It's a rumor, but Jeff Gertsmann was the person who talked about it from Weismart's blog

I also heard a rumor that the profits out of Phantasy Star Online 2 Meseta Alien Colonial Marines were to help fund pso2 from the West, but everybody knows what happened to this game. Waitif thats true, does that mean we can blame PSO2 NA's authentic delay on Randy Pitchford!? Because I'm all for it! Wait what? I thought that game funds have been stolen to fund Borderlands rather than that game I heard, that is stupid.

That game is composed as a reduction to Sega.

It's a rumor, but Jeff Gertsmann was the person who talked about it, and he is not a random. Granted, he is not super powerful in the gaming arena, but he's very much a seasoned reporter and game reviewer, even though he is not a journalist; he has a lot of connections. Not long after the announcement of PSO2 to its west back in 2012, alot of downsizing occurred for the western branches of SEGA, particularly SEGA of America. For a while SEGA needed to concentrate just on a few key franchises in the west, and it was only after SEGA of America was merged to Atlus USA at 2015 that things started to get better.

There was no way they could have handled a massive online game such as PSO2 during those decades, and even following the mix, they had been busy with not only localizing more games from franchises they couldn't in the years earlier, but also they were busy with cheap meseta pso2 improving their localization procedure so the western releases could be nearer to the JP releases. Even today in 2020 the current SEGA of America/Atlus USA would not have been able to deal with the entire PSO2 project independently (as we can see by the partnership between SEGA and Microsoft with MS hosting the servers and community and support being outsourced to ESTSoft).
